Frances L. Arrington (Perletta) was born on August 20, 1962, in Pennsylvania. She was later adopted by the late Frank and Josephine E. Perletta of Pennsauken, New Jersey. Frances "Fran" became the youngest of two children and spent her childhood in Pennsauken with her parents and older sister Joanne Stevenson Gallo (Perletta). She went on to later graduate from Pennsauken High School in 1980, but not before meeting her high school sweetheart David Arrington. From that love, Fran and David birthed Josephine "Josie" Perletta-Arrington.

After high school, Fran went into the hospitality industry where she started as an overnight desk clerk at the Cherry Hill Inn, in New Jersey. She worked her way up through the company and later within the industry itself until she reached her most current position as a Controller at the DoubleTree by Hilton, Philadelphia.

During the course of her climbing the corporate ladder, Fran always put family first. She was a kind and thoughtful daughter to her parents and cared for them until their passing, but most importantly, she was a loving mother. Fran and Josie traversed life together for many years. During that time, she showed her daughter what a strong and capable woman looked like and how no matter what, they always had each other.
In 2006, with a little help from Josie, Fran was reunited with her high school sweetheart, David Arrington, and they were married the following year. Together they continued to build a life together and even added a "cat-son", Lil Man.

The union of David and Fran ignited a whole new world for the both of them. Anyone who knew the two, could see their love from miles away. And often David is coined with saying, "Fran is the love of my life, she saved me."

Anybody who knew Fran, knew her to be impeccably dressed and the standout in any situation. She was reliable, beautiful, smart, a boss, but also a nurturer and if she was in your corner, you were lucky. She was sarcastic, but she was loving. She found joy in the smallest things, but also loved shopping and trips to the casino. But there are few things that she loved more than her pool.

She leaves behind her husband, David Arrington; her daughter, Josephine Perletta-Arrington; bonus daughter Julian Arrington-Kersh and bonus grandchildren Harper and Luna Kersh. Also survived by her loving family and friends.
There will be a viewing with service to follow on Wednesday, August 10th from 9am to11am (service starts at 11am) at Gardner Funeral Home, Runnemede, NJ. Interment will immediately follow at St. Josephs Cemetery, Blackwood, NJ.

I will forever hold our phone calls and you in my heart. You were the best long distance friend to me that many might not know or understand other than that beautiful daughter of yours. We have shared so much over the years and connected so much on one another’s life. I am so happy that you ended up with your happily ever after in David. You were a one of a kind woman and deserved the best and he brought your heart all of that. Thank you David for taking care of my girl. Josie was her momma’s pride and joy even when Josie didn’t think so. You were your moms greatest achievement! I know because she told me so many times. Like your mom, you chose to do life your way - on your terms, and honey you’ve done it right, I’m so proud of you and so is your momma. Our hearts are never ready to say goodbye but trust me she is never going to be far from you or your dad. You now have the best angel ever watching over you both.
And while we may not be close the Elkins will always be your extended family. We love you Josie and are devastated as well.
